        be  expected,  the  first  issue  of
        the stamps  in  1915  changed
        the  backs of the  10,  15 and
        20-kopeck stamps. Silver was
        the first metal to suffer a shor-
        tage.
        In 1916,  it was the  turn  of the
        1,  2,  and 3-kopeck stamps,  be-
        cause there was a copper shor-
        tage.
        A  surcharge  was applied  for
        each  block of four  stamps
        created  that same year. Howe-
        ver, there was an enormous nu-
        mber of fakes. Collectors should
        still  be cautious,  according to
        the website  www.collectionde-
        monnaie.net.
        A new issue of the same stamps
        in 1917 surcharged the first two
        by one or  two. The eagles  that
        appeared on the back of  the
        first issue were replaced by the
        stamp value.
        These stamps  are available for
        purchase  on Delcampe  at very
        reasonable prices. It’s amusing
        to see that they appear in both
        the stamp and coin categories.
